On PC however, no matter how I try, Outlook 2010 cannot add the account and keep giving me erros I did some search and all I could find that Outlook 2010 likes to use MAPI for exchange access while Mail app and Oulook 2010 use EWS method (web access method).

You're not going to be able to make a MAPI connection outside your corporate network, you'd have to connect via Outlook Anywhere (RPC over HTTP). EWS works via OWA, so if OWA is exposed to the Internet, that would explain why Mail.app and Outlook 2011 works on Mac, but Outlook 2010 doesn't work on PC. I'd guess that they enabled OWA, but not Outlook Anywhere for you. And that's why Outlook 2010 doesn't work on PC.

No, and it doesn't need to, it can use Outlook Anywhere which is an order of magintude better. If your admins haven't set that up, they need to, or you need to use IE and OWA instead.
